EN 16034 Fire Door Compliance: Requirements, Testing and CE Marking

What Is EN 16034?

EN 16034 is the European product standard for the fire-resistance and smoke-control characteristics of pedestrian doorsets, industrial, commercial and garage doors, gates, shutters and openable windows. It is material-independent: steel, timber, aluminium, glazed and composite products can all fall within its scope when the relevant product type and intended use are covered.

For a steel fire door manufacturer, EN 16034 is not the furnace test itself. It is the product-standard framework that connects test and classification evidence with factory production control, assessment of constancy of performance, a Declaration of Performance and the applicable conformity marking.

The standard applies to complete products, not an isolated door leaf. The assessed configuration can include the leaf, frame, glazing, seals, hinges, lock or latch, closer, other building hardware, side panels, overpanels and the specified supporting construction.

The Short Answer

A fire test result alone does not establish EN 16034 compliance.

For a product placed on a market where EN 16034 is the applicable harmonised product standard, the manufacturer normally needs a defined doorset, valid fire and/or smoke evidence, an EN 13501-2 classification, applicable direct or extended application evidence, documented factory production control, third-party involvement required by the assessment system, and a Declaration of Performance with the applicable conformity marking.

Where EN 16034 Sits in the Evidence Chain

The related standards have different jobs. Treating them as interchangeable is a common specification error.

This sequence explains why “tested to EN 1634-1” and “compliant with EN 16034” are not equivalent claims.

Which Products Are Covered?

EN 16034 covers fire-resisting and/or smoke-control products intended for compartmentation or escape routes, including relevant:

  • pedestrian doorsets and inspection hatches;
  • industrial, commercial and garage doors and gates;
  • rolling shutters and operable fabric curtains;
  • openable windows;
  • manually operated or power-operated products;
  • normally closed, self-closing or normally held-open products that close in a fire or smoke event.

The exact scope must be checked against the current standard and the companion standard for the product’s non-fire characteristics. For example, the harmonised application of EN 16034 has historically required it to be used with EN 14351-1 for relevant pedestrian doorsets or EN 13241 for relevant industrial, commercial and garage doors.

The route depends on product type, intended use, installation location and destination market. A supplier should not assume that every internal fire doorset, every external pedestrian doorset or every industrial door follows an identical regulatory route.

What Does “A Complete Doorset” Mean?

Fire-door performance is created by an interacting system. Changing one component can change the result.

A complete assessed doorset can include:

  • door leaf construction and thickness;
  • frame material, profile and reinforcement;
  • leaf-to-frame and meeting-stile gaps;
  • hinges, pivots and fixings;
  • lock, latch, panic hardware or access-control hardware;
  • self-closing device;
  • intumescent and smoke seals;
  • vision panels, fire-resistant glass and glazing system;
  • threshold and bottom seal;
  • side panels, transom panels or overpanels;
  • anchors, packers and perimeter sealing;
  • supporting wall type and installation method.

This is why a certificate for a door leaf should not be represented as evidence for an unverified assembled doorset. The supplied bill of materials and installation instructions must remain within the evidence scope.

Essential Performance Characteristics

The characteristics declared for a particular product depend on its intended use and available evidence. For fire and smoke doorsets, important characteristics commonly include the following.

Resistance to Fire

Fire-resistance performance is normally established from testing such as EN 1634-1 and classified under EN 13501-2. Typical classification symbols include:

An E 60 product is not automatically an EI₂ 60 product. The letters are part of the performance claim, not optional abbreviations.

Smoke Control

Smoke leakage is assessed separately from fire resistance. Evidence from EN 1634-3 may support a smoke-control classification under EN 13501-2. A fire-resistance result does not by itself prove ambient- or medium-temperature smoke control.

The exact classification notation should be copied from the current classification report and Declaration of Performance. Do not convert a generic phrase such as “smoke sealed” into a formal smoke class without supporting evidence.

Ability to Release

Where a doorset is installed on an escape route and is intended to release, the relevant release function must be addressed. The declared product, hardware and installation must support the intended escape operation.

Self-Closing and Durability of Self-Closing

A fire or smoke doorset intended to self-close must close from the required position and engage any latch or sealing arrangement necessary for its declared performance. Durability evidence addresses repeated operating cycles; it is not replaced by a one-time closing demonstration.

The closer, hinges, latch, seals, door mass, opening forces and installation tolerances all affect the closing function.

Testing Is Only the Beginning

An EN 1634-1 test report records the tested specimen, test conditions, observations and results. It does not authorize unlimited product variations.

The evidence scope may depend on:

  • single-leaf or double-leaf configuration;
  • opening direction and fire-exposure direction;
  • leaf dimensions and mass;
  • frame construction;
  • supporting wall type;
  • glazing dimensions and location;
  • hardware model and position;
  • seal type, size and location;
  • gaps and installation details.

Some variations may be permitted by the direct field of application in the test standard. Wider variations may require an extended application assessment under the relevant part of EN 15269. For hinged and pivoted steel doorsets, the relevant EXAP standard is EN 15269-2.

If a proposed configuration is not covered by the direct or extended field of application, additional assessment or testing may be required.

Classification Is Not the Same as Certification

These documents answer different questions:

A professional buyer should request the evidence set, not just a photograph of a label or a single page from a test report.

Factory Production Control

Factory Production Control, or FPC, is the documented system used to keep production consistent with the assessed product. It connects the tested specimen to routine manufacturing.

An effective FPC system should control:

  • approved materials and suppliers;
  • incoming inspection;
  • leaf and frame dimensions;
  • reinforcement and internal construction;
  • welding, bonding and assembly processes;
  • glazing and seal installation;
  • hardware preparation and approved substitutions;
  • production inspection and test records;
  • product identification and traceability;
  • nonconforming product;
  • calibration and maintenance of inspection equipment;
  • change control.

A manufacturer should be able to trace the delivered doorset to its declared configuration and production records. Uncontrolled substitution of hinges, locks, closers, seals, glass or frame profiles can invalidate the relationship between the manufactured product and its evidence.

Declaration of Performance and Conformity Marking

Under the EU Construction Products Regulation framework, a construction product covered by a harmonised European standard generally requires a Declaration of Performance and CE marking when placed on the EU market, subject to the applicable law, transition arrangements and exceptions.

The Declaration of Performance should identify the product type and declared characteristics, the intended use, manufacturer, assessment system, relevant harmonised specification and participating notified body where required. The marking and accompanying information must remain traceable to the declared product.

Rules can differ by destination. Great Britain, Northern Ireland, the European Union and other markets may use different marking, recognition or transition arrangements. Exporters should verify the legal position in the destination country at the time of supply rather than copying a marking package prepared for another market.

Practical EN 16034 Compliance Workflow

1. Define the Product Family

Record the doorset type, materials, leaf arrangement, size range, hardware, glazing, seals, frame, supporting construction, operation and intended use.

2. Identify the Destination-Market Requirements

Confirm the applicable building regulations, fire strategy, required classification, smoke-control requirement, escape function, conformity mark and companion product standard.

3. Create an Evidence Plan

Select representative test configurations and identify the intended direct and extended application scope. Do this before testing; an unsuitable specimen can leave commercially important variants uncovered.

4. Test the Relevant Characteristics

Use competent laboratories and the relevant methods, commonly EN 1634-1 for fire resistance and EN 1634-3 for smoke leakage.

5. Obtain Classification and EXAP Evidence

Obtain the EN 13501-2 classification report and, where needed, an EN 15269 extended application report. Check that the proposed product is within the documented field of application.

6. Establish Factory Production Control

Translate the assessed design into controlled drawings, bills of materials, inspection criteria, traceability and change-control rules.

7. Complete Required Third-Party Assessment

Use the appropriately designated or notified body required by the applicable assessment and verification system and market.

8. Issue the Declaration and Marking

Declare only supported characteristics. Ensure the product identifier, DoP, label, order documents and installation instructions refer to the same doorset.

9. Control Every Order

Review nonstandard dimensions, glazing, hardware, finishes and supporting construction before accepting the order. A commercial variation is not automatically an evidence-covered variation.

Buyer’s Verification Checklist

Before approving a fire or smoke doorset, request:

  1. The current EN 13501-2 classification report.
  2. The underlying EN 1634-1 and, where relevant, EN 1634-3 evidence.
  3. The relevant EXAP report for variations outside direct application.
  4. The third-party certificate or conformity-assessment documentation required for the destination market.
  5. The Declaration of Performance.
  6. The conformity-marking information and product label.
  7. A product schedule matching leaf, frame, hardware, seals and glazing to the evidence.
  8. Installation instructions covering wall type, fixings, gaps and perimeter sealing.
  9. Traceability information linking delivered doorsets to production records.
  10. Confirmation that no proposed substitution falls outside the assessed configuration.

Check document numbers, dates, issuing organizations, product references and scope. A valid report for one doorset family does not prove another configuration.

Common Compliance Mistakes

Claiming EN 16034 from an EN 1634-1 Test Alone

The test is an input to the compliance process, not the complete process.

Treating CE Marking as a Quality Grade

CE marking communicates conformity with declared performance under the applicable framework. It is not a ranking of manufacturers and does not mean every characteristic has the highest available class.

Mixing Evidence from Different Door Configurations

A tested leaf, unrelated frame, alternative closer and locally sourced lock do not automatically form a compliant doorset.

Ignoring the Supporting Construction

The wall, opening, anchors and perimeter sealing can be part of the evidence scope.

Assuming Smoke Control from Fire Resistance

Fire integrity and smoke leakage are separate characteristics with separate criteria and evidence.

Using the Wrong Market Documentation

The same physical product can require different conformity documentation depending on destination and current legislation.

Making Uncontrolled Hardware Substitutions

“Equivalent” dimensions or appearance do not prove equivalent fire, smoke or self-closing performance.

Specification Example

A useful performance specification should state the required system rather than only a duration:

Supply a complete steel doorset with the required EN 13501-2 classification, supported by EN 1634-1 test evidence and applicable EN 15269-2 extended application evidence. Where smoke control is required, provide the corresponding EN 1634-3 evidence and classification. The supplied leaf, frame, glazing, seals, hardware, closer, wall interface and installation method shall remain within the documented field of application. Provide the Declaration of Performance, applicable conformity marking, traceability and installation instructions for the destination market.

The project fire engineer or regulatory authority should define the required class, exposure direction, smoke performance, self-closing function and any national provisions.

Frequently Asked Questions

Is EN 16034 a fire test standard?

No. EN 16034 is a product standard for fire-resistance and smoke-control characteristics. EN 1634-1 is the commonly used fire-resistance test method for doorsets.

Does an EN 1634-1 test report prove EN 16034 compliance?

Not by itself. Classification, scope, factory production control, required third-party assessment, a Declaration of Performance and applicable conformity marking must also be addressed.

Does EN 16034 apply only to steel fire doors?

No. It is material-independent and can apply to relevant steel, timber, aluminium, glazed and composite products within its scope.

Is a door leaf certificate enough?

No. Fire and smoke performance normally relates to a complete doorset configuration, including the frame, hardware, seals, glazing and installation interface.

Can hardware be changed after testing?

Only where the change is covered by the applicable direct or extended field of application and the controlled product documentation. Otherwise further assessment or testing may be necessary.

Is EN 16034 used alone?

For harmonised applications it is used with the relevant companion product standard, historically EN 14351-1 for relevant pedestrian doorsets or EN 13241 for relevant industrial, commercial and garage doors.

Is CE marking accepted in every country?

No. The legal marking and documentation route depends on the destination market and current national or regional rules.

What should a buyer verify first?

Start with the classification report and Declaration of Performance, then confirm that the ordered size, leaf arrangement, frame, hardware, seals, glazing, wall type and installation method are all within the evidence scope.
